I've got an old carhartt barn jacket with three coats of camp dry silicone spray on it. It could have survived Katrina and Rita if I needed to wear it then. I've used it successfully on my wife's suede boots, an old canvas rainfly, some funky WWII issue army surplus insulated cotton pants, just to name a few.

Oh, for boots -if you're not too worried about breathability...beeswax it the king. Heat boots in the oven with laces removed, rub beeswax on everywhere, it absorbs into warm leather, water beads up like nobody's business.
