Usually the only DEC campgrounds that permit off season use are the ones with remote sites that you can't drive to (i.e., boat access only)- and only those remote sites are available for overnight use. The main reason for this is that remote sites usually have outhouses in the vicinity, so there's no worry about human waste issues cropping up from continued overnight use after the bathrooms have been shut down for the winter.

With that being said, the DEC does not publish a list of campgrounds that revert to backcountry regulations in the off season. The only way to find out for sure if you can use a campground after it has shut down for the winter is to call the DEC directly and ask.
