It shouldn't be a problem, but it might be only in planning. That is, if someone planned to arrive at x:xx am and do a y mile hike, having to do a y+2 mile hike might make it get dark (for instance)...

Just using a vehicle's license is not really going to work, since anyone with a NY plate could travel into the Adirondacks and you have no way to know if they are from 10 miles away or all the way...
