    Not sure how well Gaia handles them, but MBTILEs for the format. LocusMaps handles them very well. They're completely offline sources. You can save them on your computer so you can temporarily remove them from your phone to free up space. You don't need a subscription fee to utilize them.

    As for map data:
    USGS Topo
    National Geographic Trails Illustrated

    Roll your own by ortho-rectifying local paper maps.

      What's wrong with the default maps built in to Gaia? At least in the High Peaks, the trails are very up to date and accurate. And, of course, the base map is the USGS Topo.
