Well, I guess my experiences here in Monroe County are not a reflection of the state overall. Wait times used to be quite long here but have gotten more reasonable over the last year or so. Our application lists 3 permit types: conceal carry; carry on premises; possess/carry during employment. The least restrictive carry type (conceal carry) is issued quite readily so long as you put a reasonable justification (self defense seems to work just fine).

I've never heard of a 'hunting only' permit. It would seem that type of permit pretty much qualifies as a regular conceal carry permit. The patchwork of different regulations is quite ridiculous, but that's par for the course for NY.
