New road access to Jordan river?

I saw an announcement about new road access to an easement in that area. I couldn't figure out if that meant you could drive to the bridge put in on the Jordan that is now a paddle and carry to get to. Anybody know?

Not sure if This Announcement is the one that you're referring to, but quoted from that announcement:
The draft amendment plan can be found on the DEC website. Public comment on the draft amendment plan will be taken for 45 days beginning September 12, 2017 and ending October 27, 2017. Check adk elplorer's adk almanac for the story on a new road east of carry falls reservoir. I was wondering if that would get one to the put in at the bridge on the Jordan after the carry? Not saying I'm infavor of it.
